That field is most useful in Tasks, Calendar, or Contacts. When you have the new row showing, you can type in it to create a new item. It's great to quickly create new tasks, although to use it you need to be working in the tasks folder already.

I suspect it's one of the less used features in Outlook, but that may change with Outlook 2007 - thanks to the To Do Bar that displays on the right side of all folders. It displays a small navigation calendar, upcoming appointments and the task list. The new item row comes in very handy when the task list is visible in every folder!
